Below are ICS’s Network Management Policy Disclosure Pursuant to the Federal Communications
Commission’s Open Internet Rules found in Part 8 of Title 47 of the Code of Federal Regulations. #NetNeutrality

ICS policies regarding network management practices, performance characteristics are provided so that ICS’s current customers, prospective customers, third-party content providers and other interested parties can make informed choices regarding the broadband Internet services offered by ICS and the extent to which network management practices may affect those services.
ICS has always supported a free and open Internet and will continue to do so in the future. ICS has no plans to limit its customer’s ability to access any content made available on the Internet. #NetNeutrality

Network Management Practices

ICS utilizes reasonable industry standard network monitoring and management practices to achieve the best throughput and network performance for its customers. By engaging in reasonable and responsible network management, ICS prevents its customers from being subjected to the negative effects of DDOS, spam, viruses, security attacks and other risks that threaten to degrade service. The network management practices employed by Bresco are consistent with industry standards and those of most other Internet carriers. We reserve the right to temporarily remove a customer who may negatively impact the ICS network or other customers, content providers use of the Internet.

Congestion Management

ICS does not employ any network congestion management, also known as traffic shaping tools and/or software on its network traffic. ICS maintains sufficient bandwidth and upstream peering connections to service its customers. Internet traffic is passed directly through to/from ICS’s upstream connections and peers to/from its customers.

ICS employs a standard best effort Internet delivery policy to ensure that any customer or entity connected, directly or indirectly, to the ICS network backbone may exercise a choice in lawful Internet content, web-based application and use of ICS or a competitor’s service, including any device which will not harmful to the network.

Network Openness and Fair Use

ICS actively participates in and encourages open settlement-free peering with upstream providers and Internet network operators. ICS's network management policies prohibit the discrimination of legitimate or legal use of network capacity bandwidth by application, source or use of the network. The ICS Network does not limit or impose any limitations on users to lawfully possess, use, receive or distribute Internet content. ICS does not favor any Internet applications or content over others, and is committed to enabling competition among network providers, application and service providers, and content providers.
